Provide a server command to reassign ownership of a filespace

Provide a server function/command to move ownership of an existing filespace from one node to another.

This need for this function occurs due to host server consolidation in a data center. When old fileservers are retired, it is not uncommon for the data center to combine the filestores on newer, faster fileservers. The only way to handle this now in TSM is to back up the data again on the new host. When it involves TB of data, this is unnecessarily burdensome; or in the case of archives, the data may no longer exist on disk.
