enhanced charging to support compressed/uncompress volume

Today:
- It is possible to measure data on different levels on the TSM Server
- SELECT * FROM FILESPACES
Can be used to see the allocated and used space on filesystems on the clients
But does not give correct results on databases, as both CAPACITY and PCT_UTIL are 0
- SELECT * FROM OCCUPANCY
Can be used to see the stored LOGICAL_MB and REPORTING_MB (before and after DE-DUPLICATION)
But we can only see the stored data after COMPRESSION.

Our Product Manager does not want to enable the COMPRESSION on client, as he loses money, and in order for use to have this implemented is to have a way to meassure how much we store before COMPRESSION
