change of undocumented default "backupinitiationroot" from no to yes

Upgrade from tsm 7.1 to 7.1.3 and DB2 backups fail from systems other than the TSM server itself (the tsm server can backup it;'s own database).
dsmserv.opt has an undocumented option
backupinititaionroot, and the default has changed from NO to YES.
This parameter being yes, ONLY allows root users to run backups. This is major change to the product, and it is not documented in any end user documentation.
Please update the following 7.1.3 documents
readme (for the 7.1.3 upgrade)
The TSM server Ref guide - 7.1.3 and about
and the TSM server admin guid - 7.1.3 and above
And the command line interface " help set backupinitiazationroot"

This change in defaults was the result of a security exposure. Security is considered more important than compatibility..

IBM issued a security bulletin earlier this year to document the change:

The 7.1.4 documentation will also reflect this change.
