Set correct locale for dsmcad RC script on Ubuntu 14.04

The rc.dsmcad init script does not set the locale in all cases. Since dsmcad starts dsmc, this leads to encoding errors (ANS4042E) and several files not being backed up on SuSE and Ubuntu systems.

For RedHat systems, the file /etc/init.d/functions is sourced, which sets the correct locales. For SuSE systems, /etc/rc.status explicitly sets the POSIX locale, and Ubuntu systems don't do anything in that regard.

Would it be possible to a) source the default system locale files for all supported distributions, or b) provide a configuration file (in the style of /etc/conf.d/dsmcad) so we can set the locale ourselves?
