Add DURATION parameter to DELETE FILESPACE and BACKUP STGPOOL commands

I'd like the option of specifying a DURATION parameter for the DELETE FILESPACE and BACKUP STGPOOL server commands. This is already available for the MIGRATE STGPOOL command.
