Change incremental action on change to ACL or xattr

Currently, TSM will back up an entire file if the ACL or extended attributes of the file are changed, rather than updating the metadata. See:
https://www-304.ibm.com/support/docview.wss?uid=swg21448429

This leads to a lot of duplicate backups, and potentially very large backups of data which hasn't changed (for instance when someone changes the ACL's on a folder tree and all its contents).

So - it would be good to have the ACL's and extended attributes stored as metadata in the database, and only update this in the event of change (rather than back up the whole file again). This should apply to data held on GPFS filesystems.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Storage
Product - Tivoli Storage Manager (TSM) Family

For recording keeping, the previous attributes were:
    Brand - Tivoli
    Product family - Storage
Product - Tivoli Storage Manager (TSM) Family
