TDP SQL Proxy Error on LEGCAY operations

The tdpsqlc Query SQL operation errors with an ANS1532E (RC5722) Proxy Rejected error even though the config is set for LEGACY backups/restores which do not use VSS and the proxy configuration.
If the operation is using the LEGCAY method, then the operation should not be issuing an ERROR, and the Q SQL operation should not terminate. The message should be removed for LEGACY SQL operations and the Q SQL operation should proceed.
If deemed absolutely necessary for the some type of message to appear, it should be changed to a WARNING for Legacy operation and only appear as an error when VSS is selected.
