If TSM hasn't got Full backup of SQL DB, raise Diff/log backup to Full

Now when a 'tdpsqlc backup diff' backup runs for a SQL db instance only DB's with existing Full backup are backed up. DB's that have just been created will make the schedule that starts the backup fail with an error in the tdpsqlc log like this:

ACO5422E Received the following from the MS SQL server: An exception occurred while executing a Transact-SQL statement or batch.
Cannot perform a differential backup for database "Database_name", because a current database backup does not exist. Perform a full database backup by reissuing BACKUP DATABASE, omitting the WITH DIFFERENTIAL option.
BACKUP DATABASE is terminating abnormally.
"

On the TSM server side the return code rc = 1914 is logged for that particular SQL DB.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    IBM has evaluated the request, and has determined that it can not be implemented at this time or does not align with the current multi-year strategy. This request may be resubmitted for consideration after 18 months from the date of submission. The request submitter will automatically be notified by email when the request qualifies for reconsideration and resubmission.

    In some cases, customers may not want to run a full backup during a DIFF backup schedule - depending on the time of day or backup window restrictions. Two options are: 1.) When creating a new database, make sure to run an initial backup manually or 2.) Modify the backup script to detect this situation and perform the full backup.
