There is no way to change the priority of volume selection while restoring data in current TSM release.
The customer would like to specify explicitly the priority of volume selection when restoring data.

    Thank you for submitting this request. There was some work done in v6.3.3 to give preference to VTL over tape. For this reason we would like to better understand what version of TSM the customer was using that they didn't experience this preferred treatment?
