Require an option to update IBM Spectrum Control authentication ID from local / Domain ID to a Domain service ID ( Non Interactive)

We need to have a local user ID (with non expiring and no special character password) to install DB2 and SC.

However as per the customer security guidelines we (Infra Support) no longer have rights to use or create local user ID on the Customer Management VM servers.
Although we do have an service ID which is not an interactive ID (long expiring window and no special character password), so could not login with Domain service ID and install the tool. Also installation of IBM DB2 / SC with non interactive service ID is not working as we have alerts for Windows server 2019 as mentioned below, and the server security options are not permitted to modify and complete the installation of the tool.

DB2 Alert: "The creation of the process for the partitioned instance failed. Return value is “4294965375”" 
SC Alert: "BPCIN0202E Runtime errors have occurred during the IBM Spectrum Control preinstallation process. The installation program cannot recover from this error."

Hence an Domain ID is used to install the DB2 and SC on the management server with temporary password that does not have special characters. The domain ID is an expiry user ID and we need to update the password every 60 days when the password expires. And also we do not have an option for longer time for domain user to have password with no special character.

Considering the scenario we require an option for installation of IBM SC authentication ID, and updating ID after the installation of the tool with respective service ID which is a non interactive domain ID.
