REST consistency and authentication improvements

The rest api is currently not consistent with the eeadm cli. This makes it difficult to automate things that rely on information the cli can output but the rest api doesn't.

A few examples:

1. tasks https://www.ibm.com/docs/en/storage-archive-ee/1.3.5?topic=information-rest-api-task doesn't include information about the files in a selective_recall task. The only way to get this information is by eeadm task show 12345 -r, but this doesn't support --json. The output format is tabular, and would need to be parsed as a string, which is fragile and error prone.

2. file state https://www.ibm.com/docs/en/storage-archive-ee/1.3.5?topic=information-rest-api-file only returns the file state, not the tape(s) it's located on or it's id, the number of replicas, etc. A json output of eeadm file state with the -s option would be super helpful.

Authenticating with the REST api also requires using a unix user account and password (potentially over unencrypted http), and needs sudo privileges to perform some actions. It would be more secure if authentication used the diamondback library user accounts. This would make it more consistent with the library rest api as well, making the whole product easier to use.
