Enhance security for administrators when accessing the GUI

This is a list of ideas that can enhance/control login security

- Grant IP access for cluster admins, basically allow from spesific ip ranges if user is member of role = admin, or .  This is important where DP interface is open to public, but an admin account (not tenant admin) should be restricted to login from a limited set of ip's

- Where a load balancer can be used in front:  Restructure url's so that admin role  users have something like  /clusteradmin/ in the path.  In the load balancer, we can deny that URL from external ip's and then limit admin to modify settings externally.

- Allow an admin to  enforce MFA per user, without having to enable MFA on a cluster level
