Improve Data Protect alert behaviors and information

Defender Data Protect alerts currently trigger when the conditions set are met. They do not trigger when conditions are close to being met, nor do they provide details on where they currently are before being triggered.
This idea is intended to improve the quality of these alerts, such that they provide sufficient warnings when the conditions will be met/exceeded; that these alerts provide key details about where the environment stands within the conditions for the alert to be met; and that these alerts provide enterprise level guidance on what values are needed to adjust alerts appropriately, so they are not triggered when a failure is present, but when the potential of a failure is near so that administrators can take appropriate actions to address, instead of being reactive when a failure has already happened.
