Openshift namespaces which starts with a preffix "openshift-" are system namespaces and usually they do not contain any persistent volume claim or any significant YAML object which can't be reproduce on another cluster. On the other hand, there is an example of openshift-image-registry namespace which contains PVC of a image registry (the most important thing on a cluster). Openshift-ingress contains an IngressController configuration which is not a cluster wide object and is edited by the end-user, not any cluster operators. Those workload can't be moved to any non-openshift project, otherwise we would move it and backup it on standard way.
