Create new Satellite clusters in Fusion HCI from IBM Cloud console

Enable creation of NEW IBM Cloud Satellite location in customers IBM Fusion HCI environment from the IBM Cloud Console. This could be enabled by having a agent on Fusion HCI the customer connect to IBM Cloud Satellite console. The agent is allowed to create new hosts in Fusion HCI and facilitates loading the Satellite host files/scripts. Allowing the customer to create one or many Cloud Satellite location hosts on a single Fusion HCI. Customer should also be able to connect many Fusion HCI to IBM Cloud. So, one Fusion HCI connected to many cloud accounts, and one cloud account connected to many Fusion HCI.
