Spectrum Scale should support resource management using cgroups version 2 with systemd

The current systemd version in RHEL 8 is now capable doing resource management using cgroups version 2.
We are interested in the feature to configure I/O bandwidth. But to use it a device is needed:
IOReadIOPSMax=device IOPS, IOWriteIOPSMax=device IOPS

But when using remote cluster mount there is no device for the GPFS file system available.

We are running login nodes where hundreds of users are working in parallel. To prevent users on monopolizing the node we limit the CPU utilization per user. We encounter similar effect in stressing the file systems. There a limitation per user would be very helpful, too.
