VMotion DRS Support for Scale RDM NSD + Quorum Nodes

This IDEA is to support vMotion for NSD RDM nodes. VMware clients - vMotion DRS is enabled by default, used by all clients. To use Scale RDM with ESXi - vMotion is either enabled (automatic) or disabled (manual). To confirm disabled simply means that DRS is still available to be used, invocation is manual. Withour VMotion support for DRS, client has to consider: (1) physical hosts - not VMware - which breaks clients standards results in additional cost, complexity and leads to view that Scale difficult to engineer within a Tier 1 bank. (2) Run with DRS disabled (manual) - client makes only test, risk assessment, with no IBM Support.
