Limit NFS Exports to a CES Group

Following limitation for NFS exports is in place (see A8.9 in Q&A section Spectrum Scale 5.1.2): If a file system that was previously exported successfully by NFS on a CES node becomes unavailable, the NFS daemon exits and the CES node becomes unhealthy. If the file system becomes unavailable on all CES nodes, the whole CES cluster becomes unhealthy. In this case, the NFS daemons need to be restarted on all nodes. We want to get released this limitation to avoid, that a single filesystem can bring down a whole CES cluster. The following changes would help to achive this goal: -Allow to restrict NFS exports to specific CES group. -automatically remove offline/broke filesystems from export list to prevent NFS deamon exits.
