Add quota logging capability to keep overall quota accounting consistent

For performance, nowadays, most of quota information is stored and updated in memory. Then, it will be synced back to disk in an asynchronous way later. However, there isn't a recovery mechanism for GPFS quota in abnormal situations. These can make quota usage inaccurate in below situations: - Failures of hardware environment, such as network interruptions, power failures and panic of a node etc. - In a large cluster, there are always a few nodes which will be expelled nearly every day. For this kind of configuration, it is normal and can be accepted, however, GPFS quota module can't offer an accurate usage in this situation. Especially for HPC performance is important. Adding this kind of logging capability to the quota accounting should also come along with less performance penalty.

    We frequently see wrong quotas on our HPC system. Any improvement which helps to debug and fix these issues is greatly appreciated.
