Add GPFS Fileset quota metrics/monitoring

Product: Spectrum Scale quota monitoring (specially for filesets)

We use GPFS fileset quota. These fileset quota is only monitored internally by the GPFS GUI - if the GPFS GUI is installed. If the fileset quota exceeded, the system will give you no event notification. Also mmhealth will not give you a notification.
We want to be able to monitor the GPFS quota with GPFS tools.

    Is the softQuotaEvent and a user defined callback not sufficient?
    Look at mmaddcallback:
