Improve AFM to handle hard links correctly

As per https://www.ibm.com/docs/en/spectrum-scale/5.1.2?topic=limitations-afm-afm-dr support for hard links in AFM is very constrained. This is especially problematic for the AFM data migration use case outlined here: https://www.ibm.com/docs/en/spectrum-scale/5.1.2?topic=afm-data-migration-by-using-migration-enhancements

AFM should be improved so that the procedure for data migration using AFM correctly migrates hard links (created before and during the migration procedure).

Currently the workaround with prefetch with --metdata-only and a file list from HOME is very cumbersome to use and automate and also does not solve the problem for hard links that were generated during the migration procedure.
