Allow to ignore out_of_memory health issues

We have users running memory-intensive research programs that regularly trigger out_of_memory situations. These clear up pretty quickly. However, the system monitor (mmsysmon) retain the out_of_memory information until the affected host reboots.

Acknowledging the individual notices is possible, but they quickly reappear, seemingly the next time mmsysmon checks dmesg, as the out_of_memory is still present there.

    What release of Scale are you seeing this in? We believe this may be related to a bug, now fixed
