Today Spectrum Scale ships self extracting images. These are large, usually only 25% of the image content is used, and a special install procedure is needed.
These images are quickly superseded by new ptf versions, sometimes certain versions are withdrawn.

The request is asking to support install using the Linux on board package manager for machines that are connected to the internet.

    The installation rpm packages can easily be extraced using some script and then you can setup a repo. Despite that there are also repo files in the archive.
