mmauth grant should also work for already mounted clusters

mmauth grant ... -a ro requires a remount on the remote side (which is not documented, BTW). This is a problem as the remote cluster may not be controlled by you.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:

    We have considered the pros of this change and some of the cons (such as causing an unanticipated outage on the remote mount.) We have decided not to implement the change at this time.
