Option to reduce verbosity of NFSv4 ACLs and use standard format

When using NFSv4 ACLs the Spectrum Scale commands use a verbose format to describe each ACL entry, rather than the standard single line as per the NFSv4 standard.

This request is to have a command line argument to the ACL commands (mmeditacl, mmgetacl, mmputacl) that allows them to use the standard compact format. The flags `-c` or `--compact` would work, and would not change the current behaviour of these commands.

This change would align these command line tools with how ACLs are used with the Spectrum Scale Management API which uses the standard NFSv4 permission strings.
