Support for mmrquotad to forward quota information from a remote AFM filesystem

When using a solution based on AFM to share a GPFS cluster among different sites, the AFM caches are the ones exposed (e.g. mounted by NFS) to servers on the local sites. The available version of mmrquotad daemon (which dates from 2010) is able to serve quotas information to the NFS clients, then users on those clients can easily check their quota usage with the Linux DiskQuota tools.

This will report the quota usage of the local filesets on the site's AFM cache, there's no way to retrieve on the clients their usage on the main GPFS cluster.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
Product family - IBM Spectrum Scale
Product - Spectrum Scale (formerly known as GPFS) - Public RFEs
    Component - Product functionality

For recording keeping, the previous attributes were:
Brand - Servers and Systems Software
Product family - IBM Spectrum Scale
Product - Spectrum Scale (formerly known as GPFS) - Public RFEs
    Component - Technical Foundation

We do not have plans to bring this function into the supported product

Attachment (Use case): Patch for mmrquotad.c to overwrite the device to query quotas from. This points to the remote filesystem added on the AFM cache with mmremotefs. Thus, we can forward to the NFS clients the quota on the main remote GPFS server.
