Quota management delegation

I was discussing removal of root use for commands with ibm dev Germany and this came up.

Need the ability to delegate quota management to different groups of users on large scale file systems. You can have different admins for different teams responsible for different quotas. Once this comes out of root use that would be the next step

    This will be addressed as part of the move to role-based administration, but we expect this to take several releases to complete
