Lock contention Issue

DB2 locking of a file or portion of a file with direct IO enabled causes issues with mmrestripe from a lock contention prespective.
This should be addressed. The decision to change the disk location of a block and not allowing anyone to alter a block should be 2 different locks.
1st lock is about what is the disk address associated with a block. This is at the filesystem level.
2nd lock is about the data contents of block. This is at the application level
Fundamentally these are 2 different entities that should have individual locks.

    FPO functionality is stabilized. We will not be enhancing it further.
