Simplified descOnly support on virtual quorum node

We should support using VM internal partition for descOnly NSD. Should not require the complexity of raw device mapping for this simple functionality, that also doesn't have any risk of data loss.

I asked on the internal General Parallel File System/Poughkeepsie/IBM@IBMUS mailinglist if this would be ok in Juli-2016, and got reply from Yuri that "Yes, using a small disk partition to back a descOnly NSD should work."

Would be nice if this could be clarified in official documentation.

    Due to processing by IBM, this request was reassigned to have the following updated attributes:
    Brand - Servers and Systems Software
    Product family - IBM Spectrum Scale
    Product - Spectrum Scale (formerly known as GPFS) - Public RFEs
    Component - Product functionality

    For recording keeping, the previous attributes were:

    This isn't really about vmware. Any virtual machine should be usable as a descOnly quorum node from a local partition.

    VMware is not an area of investment for us at present, so I do not foresee us implementing this request in the near future.

    Would really help to simplify deployments and to compete against other SW-defined Storage Products cost-wise.
