CTDB recovery timeout improvement

Multiple protocol nodes are stuck in wait state when pn01 is selected to be the master recovery causing loss of access of the whole cluster. However pn01 is hung and stuck due to kernel oops issue. After pn01 is rebooted and no GPFS running, pn03 remains in wait state for pn01 recovery state to complete. This RFE is to implement a recovery timeout in case the master is stuck or cannot complete the recovery so that other protocol nodes can recover for allowing data access.

    This appears to be a bug at the OS level, not something we can do anything about
