support hole punching

We're seeing requests for customers running Commvault that they need support for hole punching to free up space in already allocated files.

Please support deallocating space in files trhough the FALLOC_FL_PUNCH_HOLE and FALLOC_FL_KEEP_SIZE flags of fallocate().

Ref: http://man7.org/linux/man-pages/man2/fallocate.2.html

This should then also be exposed through SMB mounts, which I believe samba will handle automatically once it sees the flag is supported. And hopefully also through NFS-ganesha.

Product family - IBM Spectrum Scale
Product - Spectrum Scale (formerly known as GPFS) - Public RFEs
    Component - Product functionality

For recording keeping, the previous attributes were:

Product family - IBM Spectrum Scale
Product - Spectrum Scale (formerly known as GPFS) - Public RFEs
    Component - Technical Foundation
