Eliminate the use of ssh and sudo wrappers

In most installations sshd PermitRootLogin is required to be NO for security reasons.
That means sudo wrappers must be used. We do not use linux provided sudo but a vendor provided replacement that is centrally managed and auditable. We've had a difficult time making the wrappers work with this product.

Additionally, one of the commands required is "scp". Our security teams does not want the gpfs management ID to be able to copy files from/to anywhere on a server. See also this https://www.ibm.com/developerworks/community/forums/html/topic?id=ac830592-56e5-49a0-99a8-de597862d682&ps=25

    Work is underway to minimize and eliminate the need for ssh and sudo wrappers. However, please be aware that this may take a number of release cycles to fully implement.
