Allow later kernel gpfs.gplbin to be installed without taking down GPFS

Kernel upgrades are done by installing the new kernel while the current systems is running. When the server is rebooted, it picks up the new kernel.

The new level of gpfs.gplbin that matches that new kernel cannot be added while Scale is up, even though the files do not conflict so this should be possible. Well, actually it can be added, but Scale shuts itself down, which is an impact to the customers.

So we have had to hack adding the gpfs.gplbin rpm during the boot sequence before GPFS is automatically started.

We have hunderds of servers to manage and it would simplify things greatly if we could add the new gpfs.gplbin the same time as we add the new kernel and have things start without the extra steps.

It is possible to have multiple ones installed and that is what we do anyway so that in case we have to back out a kernel, we don't have to back out a gpfs.gplbin as well.
