enhancements to allocation manager to help alleviate region request/relinquish thrashing

When meta regions are small and fragmented and the node count is large a situation can occur in which clients start thrashing the allocation manager requesting and relinquishing meta regions. In our environment this seems to occur most often when large file tree deletions occur and new space is being allocated simultaneously. The end result is some subset of the filesystem is unusable for sometimes over 12 hours while clients search for meta regions with enough free, un-fragmented sub-blocks to satisfy space allocations for indirect blocks. This RFE is requesting that GPFS have some mechanism to prevent this thrashing when these conditions occur.
