API to return changed blocks since last backup

While Spectrum Scale synergy with Spectrum Protect (TSM) is great and completely adapted to the backup of a file system that is hosting a very large number of files (basically used as a file server) that are added every day and some of them being modified, it is not adapted to applications. Nowadays applications (not only in analytics) and databases are dealing with very large containers (files) that need to be backed up every day.
We would need an API that would work like TSM for VE (Virtual Environment) where each VMware Host is tracking changed blocks and via VADP sending that list to TSM for VE proxy machine. In context of Spectrum Scale, the API would compare 2 snapshots and return the list of changed blocks to the backup server or its media server. Obviously while to would speed up the backup time, we would need to make sure that within the backup server there are some mechanisms to create from those changed blocks synthetic type of backup (backupset) to make sure that actually the restoration time is also very good.
Note: It would take more time to restore than to backup.

    Component - V4 Product functionality

This should fall under the responsibility of the backup tools.
