Do you mean a single client license per server license ?
I can see a better model where say 10 client licenses come with every server license. Since a client license is 1% of the cost of a server license, this would represent only a 10% uplift.
This then allows HPC customers to buy perhaps 1000 client licenses but smaller enterprise deals can be simplified to only need x server licenses and no additional client ones.
ps. I know other have proposed making client licenses completely free, but I believe the above is a better compromise.
