Address GPFS SNMP scaling limitations

When the GPFS SNMP agent is run in an environment with a large number of NSDs it is unable to process the performance data from the NSDs due to internal buffer exhaustion. The GPFS SNMP agent then becomes unresponsive and will never start up and report data to the SNMP daemon.

This RFE is requesting that the SNMP agent be modified such that the buffer(s) in question be allocated dynamically or that the size be made a tuneable parameter.

If for some reason it's not technically feasible to modify the size of the buffer(s) in question, an alternate approach might be to provide an option to disable NSD performance monitoring in the GPFS SNMP agent such that the other data the GPFS SNMP collects can be made available.
