Increment RPM Release Number for ifix/efix RPM Releases

Increment RPM release number for ifix/efix RPM releases so they're differentiated by "rpm" and "yum", and thus not require the use of "yum reinstall" or "rpm --force -U" to install. Properly incremented release numbers will allow for a normal upgrade procedure of "yum upgrade" or "rpm -U".

For example when looking at the base package from the ifix release of GPFS 4.1.1-2 efix7 via "rpm -qpi":

Name : gpfs.base
Version : 4.1.1
Release : 2

Looking at the base package from the original release of GPFS 4.1.1-2 via rpm -qpi:

Name : gpfs.base
Version : 4.1.1
Release : 2

Note that name, version, and release are identical. This is incorrect behavior for RPMs. These are not identical packages. Release should be changed to something similar to "2_efix7" in the above example.
