Reduce time to remove a failed disk in GPFS

Please can you look to reduce the time it takes to remove a disk from a GPFS file system in the particular scenario when the disk has already failed (and so is suspended or down) and the data on it has been evacuated onto other nodes as restripeOnDiskFailure has been enabled.

In particular when running mmdeldisk, at this point i believe GPFS will scan the entire file system for any files which need to be evacuated before removing the disk. However the disk has already been evacuated so this should not be necessary.

Please add a check in the logic of mmdeldisk to verify if the disk has already been evacuated in which case this will be a much quicker procedure

    The current levels of GPFS support 'emptied' disk state. A disk in this state can be deleted from the owning file system without performing a metadata scan. A disk that has been suspended and drained enters the 'emptied' state.
