Prevent ESS reading /var/mmfs/etc/nsddevices file

Spectrum Scale uses a file called /var/mmfs/etc/nsddevices to determine the path names for disk devices to be used by Scale. This file is not supposed to exist on an ESS system. However, if present, it will be read. If present, it breaks the ESSs' ability to locate its disks.
