Improve ACL management in Spectrum Scale

Currently, ACL management in Scale is overly difficult. For instance, the mmputacl command requires the entire ACL to be reapplied, rather than just having the ability to add, delete, or modify existing entries. Additionally, inheritance does not work as one might expect. Simply adding the inherit attribute to a parent directory doesn't cause the permission to flow automatically down to existing files and directories, as appropriate. It is, instead, necessary to add the new permission and inheritance attribute manually, potentially by using the mmputacl command and a script to recurse through the entire tree affected. This is an extremely expensive and inefficient operation.
