add large NSD on 100% filled up file systems

We run into the situation that one of our file system was filled up to 100%. when we tried to add an additional disk of the same size as all other have, the "mmvdisk fs add" command failed with the error message: No space left on device

The support recommendation was: "try to add a smaller disk temporarily, if succeed, add the big disk, then remove the smaller disk."

The support also pointed out: "for ECE cluster that method is not suitable."

So our "request for enhancement" is to ensure that sufficient space is always available to add a new NSD even if the system pool is used up to 100%.
