Allow upgrades of GPFS even if kernel module loading is disabled

The recent increase in frequency of Linux kernel vulnerabilities provides an incentive to block the loading of kernel modules until the next reboot using the kernel.modules_disabled sysctl. 

However, this setting clashes with the GPFS RPM scripts, specifically the preinstall script, which attempts to unload all GPFS related kernel modules and aborts the upgrade if unloading fails. We suggest to make this check conditional on the value of the kernel.modules_disabled sysctl and let the upgrade proceed if it is set to 1.
