Numerous performance improvements have been delivered in past releases. However it is difficult / impossible to diagnose a specific issue such as this based on RFE data alone. A symptom like this has a more complex underlying cause that must be determined.
The problem description is too generic to be actionable. In general, high CPU utilization and a high number of context switches are high-level symptoms indicative of issues elsewhere, not problems to be targeted directly. The description of the symptoms suggests a particularly problematic workload that is causing a lot of internal activity in GPFS. While the symptoms may appear to be indicative of a specific problem, they really aren't. A number of distinct problems may lead to those symptoms. Problems of this nature need to be dealt with on a case-by-case basis. The right process here is not an RFE, but something like a PMR or a different form of IBM Service engagement. Very detailed debug data would need to be collected and studied in each individual case.
