Add monitoring and notification events for execution of the GUI snapshot scheduler

Currently only the mmcrsnapshot command is monitored and resulting in events for failure to complete.
But there have been occasions where the GUI scheduler failed to even initiate the snapshot process.
This failure is completely silent, not causing any customer notification or health status change.
So scheduled snapshots are not being taken without notice for days or weeks.

Monitoring should be enhanced to the scheduler.
The system should cross check the snapshot scheduling with the initiation and  execution of creating the snapshots, and check they exist according to this plan.
