CES Support for L3 BGP Network

Currently CES only supports Layer 2 networks where there is a specific subnet such as 192.168.20.0/24 where the virtual IP (VIP) addresses for CES would get assigned to an interface such as eth0 on a node.

This does NOT work with Layer 3 networks leveraging BGP such as cloud providers - where the eth0 network is a /32 subnet with routes between all the nodes with /32 subnets of single IP to handle traffic.

CES cannot assign a VIP to the eth0 interface as there is effectively no room. It is possible for the VIP to exist, however it would need to broadcast its own BGP route on a new /32 network which BGP would pick up and assign routes to.

This would also need to handle the case where a CES VIP needs to migrate to another node, for maintenance or outage, in this case the BGP route would need to change to the new CES node where the VIP will migrate to so the BPG route to the VIP isn't effectively a "black hole"
