Update the mmexpelnode command to have a "-C <remote cluster>" option to expel all nodes from a remote cluster

During file system issues in a NSD Server Cluster it is sometimes required to expel all nodes from remote clusters so that file system recovery can be preformed. Shutting down or stopping GPFS on remote clusters takes too much time with very large clusters and delays recovery.

Currently the mmexpelnode command only takes a comma separated list of nodes that can be expelled in one command. With very large remote clusters this comma separated list of nodes exceeds the linux cmdline argument length. This means we have to run multiple mmexpelnode commands with smaller comma serparated list of nodes for the "-N" option, or run through a list of nodes in a for loop. This is very tedious and time consuming, especially during major file system problems that need to be quickly resolved.

Adding a "-C <remote cluster name>" option would let us quickly expel all nodes from a remote cluster so that we can start working on file system repairs or to isolate a misbehaving remote cluster.
