vMotion support for NSDs under certain architecture patterns

Among new features of ESXi 8.0 (10/2022), the API notification system was introduced.

The API notification system instructs ESXi to coordinate with the guests how events will be handled.

This coordination capabilities could be leveraged to enable mmsysmon to disable/enable NSD components during vMotion operations.

This way, where multiple servers can provide access to the NSD, the vMotion activity could be performed without risk to the overall cluster.
