Allow RDMA device recognition possible at mmfsd run time

Sometimes, when mmfsd starts up, not all RDMA devices are available (mostly due to temporarily down links).  When such a link comes up later, mmfsd would not detect that and consequently ignore the port for the current run. Only when recycled, mmfsd would start to use the port (if it is up then). 

However, under some conditions it is unsuitable to recycle GPFS. So I suggest to introduce a command to re-discover (and start to use if not active before ) active RDMA ports at run-time, i.e. without the need to restart mmfsd.
