De-couple CES NFS and SMB services

From support:

You can stop NFS service without stop SMB. But if you want stop SMB service, you need stop NFS first.

We need to stop all access to AFM collections but still need to serve non-AFM NFS to our cluster.

Easiest would be to only shutdown SMB and unmount our NFS shares with AFM collections.

    As part of our long term plan to rearchitect protocol services we will address this need. However, it is not in 2021 plans and therefore I am closing the current RFE.

    There are long term plans to completely refactor the implementation of protocols. This will not likely be in 2021, however
